Telkom starting to integrate KSO VII
Makassar, November 21st 2006 - Following by the assigning of Amended and Restated KSO agreement by the president of PT. Telekomunikasi Indonesia, Tbk. Arwin Rasyid and the President Director of Bukaka SingTel International (BSI), Ng Jin Hiok in Jakarta (10/18), Telkom now starting to integrate KSO VII operationally in east-Indonesia and archipelago district.
KSO integration marked with grand ceremony which was held in Makassar DIVRE VII office, attended by the President of PT. Telkom Arwin Rasyid, Vice President Garuda Sugardo, all board of director and commissioners, senior leader of PT. Telkom, Sub Company, and chief of DIVRE VII Syarifudin Saguni together with his staffs.
According to President of PT. Telkom, Arwin Rasyid, that moment had deep meaning for Telkom, especially for management and employees of Telkom in east Indonesia and archipelago district. “After a long time had separate from Telkom, it is natural if they –employees of DIVRE VII- gladly welcome Telkom in managing fully operational and development telecommunication in that district,” said Arwin Rasyid.
Arwin Rasyid, sees, although have to take a long process, yet the completion of KSO VII ended with satisfying result for both side. “Along with our evaluation, KSO reversal schema was the best among other option which was can be take,” furthermore, BSI has been shown cooperative attitude during the completion of KSO.
Along with reversal agreement, BSI will let go its right to accept 65% of Distributable Telkom Revenue (DTR) KSO DIVRE VII unit which was coming from KSO system and will remove to Telkom’s right for BSI income from agreement which was named KSO plus Project, which is valid starting from 1st January 2006 until the end of each agreement dates. It is done as payment in Telkom agreement for giving BSI amount of Fixed Investor Revenue (FIR), which is valid since 1st January 2006 until 31st December 2010.
Arwin Rasyid said, KSO VII integration should be started by intents socialization process to his staffs in east-Indonesia and archipelago district. However, management and operation system which will be valid by Telkom might be different from what will be done by KSO partner, so there must be adjustment process.” We hope the transition time to adapt can be soon happen, so Telkom can quickly work for increasing service to DIVRE VII customer,” said Arwin.
DIVRE VII which the operational district consist of 13 provinces, 137 regencies, 1.402 sub districts, and 3.159 employees. The adjustment with Telkom system certainly particular challenge. However, KSO integration was not a new thing in Telkom because it was already happen in DIVRE III west-Java and Banten, DIVRE I Sumatera, DIVRE IV central-Java and DIY, and also DIVRE IV Kalimantan.
In development side, Arwin though, Telkom’s focus in the beginning integration time will be addressed to recovery effort and infrastructure modernization which was during KSO time, its condition was neglected because of some reasons in business might be understand. He admit that many tools of production which its condition can be named obsolete. Many (DIVRE VII)’s switching need to be renovate, thus transmission system which is consist of terrestrial system, SKSO (Sistem Komunikasi Serat Optik), and SKSD (Sistem Komunikasi Satelit Domestik). Even, Arwin said part of energy tools can also declare as obsolete. “In the middle of operator competition which is very tight, infrastructure modernization become very important in supporting performance of service,” he explained.
The expansion of CDMA network
To fulfill request of telecommunication service which keep develop, Arwin said, Telkom will try to quicken CDMA networking development which is not only efficient and practical but also proved the time of its development is shorter than wire line.
In September 2006, the residences in DIVRE VII operational district reach up to 31.802.235 people. With the amount of Line in Service (LIS) 1.287.191 satuan sambungan (SS), so the teledensity in this district was very low, it’s only 4, 04. In the other side, the geographic challenge in east-Indonesia district which is wide and spread in archipelago formation harder than other district in Indonesia, so the expansion of CDMA network was the right choice.
DIVRE VII itself has been held Flexi CDMA networking since 2003. From the total of LIS 1.281.191 ss controlled by DIVRE VII, 385.121 among of it is Flexi wireless with CDMA basis.
In 2006, infrastructure capacity was planned contain 1 million wire line, 600 thousand Flexi wireless, 10 thousand ss speedy broadband. Since reversal of KSO, Arwin said, Telkom will try to expand Flexi’s scope to district that has high potential request but not yet touched by KSO development. In his view, east-Indonesia is very potential district, especially in district which is manage mining, oceanography, and agriculture sector.
To respond highly expectant resident in east-Indonesia towards acceleration the infrastructure telecommunication development, Telkom itself has its deployment plan until 2010. in the years 2007, Telkom plans to hold 191 BTS Flexi with 411.110 SSF capacity.
In 2010, when the resident of east-Indonesia calculate reach 36 million people, wire line capacity planned become 1,4 million ss, whereas Flexi increasing become 2,1 million ss. Speedy capacity service which in 2006 only reach 10 thousand ss will be develop becoming 104 thousand ss.
In technology side, Arwin Rasyid said Telkom focus absolutely will be directed to the use of technology which is more develop and efficient as well, such as softswitch, IP Backbone, and other alternatives. Until the end of the years 2006, DIVRE VII only depend on Time Division Multiple (TDM) switch, meanwhile softswitch and IP Backbone has not been held yet.
Boarding territory
According to Telkom identification, from 13.782 villages that spread in 917 sub districts which is the part of DIVRE VII district, 11.832 villages of it has not been touch by telecommunication facility. And, from the villages which has been touch by telecommunication facility, 197 villages of it directly boarded with neighbor countries. There are 31 islands in DIVRE VII district which are boarder with neighbor countries (Timor Leste, Papua Nugini, Australia, and Philippines).
That condition become private challenge for Telkom as national flag carrier. The advantages of many kind technology solutions keep testing to handle the heavy geographic obstacle. Some seen as technology which consider as the right choice are VSAT (Very Small Averture Terminal), radio, and CDMA wireless.
At the moment, there are 44 telecommunication facility VSAT USO in boarder area, consist of 22 units in Kupang operational telecommunication office, 10 units in Merauke operational telecommunication office, and 6 units in Manado operational telecommunication office.
“We are very concern to the telecommunication facility provider in the boarding area because it is really important in supporting the effort to keep the sovereign of Indonesia as a nation,” said Arwin Rasyid. He admitted, held the telecommunication infrastructure in remote area have a risk in investment and technology side. However, Telkom keep searching the most suitable way to handle it, including in choosing the cost-effective technology.
