Supporting Single Identity Number Realization, Telkom Forged Strategic Collaboration with Population and Civil Registration Directorate General

Jakarta, 31 December 2021 –  In order to access telecommunication services, prospective customers are required to input their data to ensure the data validity and security. This complies with Minister of Communication and Information Regulation Number 5 Year 2021, which obliges operators to exercise the Know Your Customer (KYC) principle, by registering prospective telecommunication service customers data and utilizing access rights to the Directorate General of Population and Civil Registration (Ditjen Dukcapil) population data. This is in line with Law No. 24 of 2013 regarding Amendments to Law No. 23 of 2006 regarding Population Administration, to determine the validity of the customer data submitted.

Director General of Population and Civil Registration of the Ministry of Home Affairs, Prof. Dr. Zudan Arif Fakrulloh, S.H., M.H., Telkom President Director Ririek Adriansyah, Telkom Consumer Service Director Venusiana, and Telkom Digital Business Director M. Fajrin Rasyid were in attendance during the event.

In his speech, Telkom President Director Ririek thanked the Dukcapil's ongoing support. "In the future, we hope that we could expand the cooperation, not only with ID cards but also using facial recognition and biometrics. Hopefully this collaboration will be better and beneficial for the community," Ririek said.

Director General of Population and Civil Registration, Prof. Dr. Zudan Arif Fakrulloh, S.H., M.H., said “this collaboration will strengthen Indonesia's course in developing the single identity number system. One citizen, one identity number, and one address. Furthermore, Dukcapil fully supports the digital transformation process, towards e-KYC with facial recognition or with biometrics so that in the future it could prevent fraud, document falsification, and various other population data-based frauds."

Telkom uses the Dukcapil population data access rights for IndiHome to verify prospective customers' citizen identity card (KTP) during service registration process, and uses the Family Card (KK) data from Dukcapil to filter new IndiHome customers.

As a grantee of population data access rights, Telkom has submitted on 16 July 2021 its Semester I 2021 Report on the use of population data to verify and validate data of prospective telecommunication service customers or telecommunication service customers. The report includes the quality and types of data services, feedback , and the level of satisfaction with the use of the data.

"Hopefully the move for digitalization in the future with the Dukcapil will provide the public with convenience and protection as users of telecommunications services. This is a manifestation of Telkom's commitment to optimizing digitalization for a better Indonesia," Ririek said.
